2018 LV Premier Invitational
All teams are guaranteed three games (weather permitting).
Bracket size for each age group will determine format for semi-finals
Single age brackets will be used where possible. The tournament
committee will determine brackets.
U9-U10 (7 v 7) will play a 50 minute game with a five minute half time.
U11-U12 (9 v 9) will play a 60 minute game with a five minute half time.
U13-U19 (11 v 11) will play a 60 minute game with a five minute half time.
First and second place awards will be presented at the conclusion of the final games.
All teams must provide the following at registration:
Laminated player and coach’s passes
Loan player forms
Travel papers (if traveling from outside Region IV)
HOME AND AWAY TEAMS
Home team is listed first on the schedule. Home team must change Jerseys if there is a conflict.
Home team will take the North/East side of the field. Away team will take the South/West side of the field. Home team will provide 3 game balls.
Teams will be awarded points for game results as follows:
WIN: 6 POINTS
TIE: 3 POINTS
LOSS: 0 POINTS
SHUT-OUT: 1 POINT (0-0 tie will be awarded 1 point for the shut out)
GOALS: 1 POINT with a max. of 3
In the event that two teams are tied in points at the end of the preliminary games, the following tie breakers shall be applied in the order given until a winner is determined. If more than 2 teams are tied in points at the end of the preliminary games, the following tie breakers shall be applied in the order given until a team is eliminated and then the remaining teams will start at number one.
1. Head to Head (if all teams played each other)
2. Goal Differential (Maximum of 5)
3. Goals for
4. Goals against
5. FIFA penalty kicks
U9-U12: All Rosters are limited to 16 players in uniform per game.
U13-U19: All Rosters are limited to 18 players in uniform per game.
Substitutions are unlimited and are allowed at any stoppage of play at the referee's discretion.
Any player or coach issued a RED card, will sit out the remaining minutes of the current game, as well as the entire next game that the team plays. Committee reserves the right to impose stricter penalty for fighting, foul language, spitting, etc. Any coach red carded risks tournament banishment. Coaches are responsible for their fans, etc.
Any player receiving 2 yellow cards in one game will sit out the remainder of the game and the next game.
The results of any game terminated, as consequences of abandonment, shall be based on the score at the time. If the referee deems one team responsible, the score will be a 1 - 0 shut out.
Played under the FIFA, USYSA, and USYSNV adjustment for your competition. FIFA “Laws of the game” and rules of USYSA shall apply. U9-U10 (7 v 7) will play offsides with No buildout lines and Goalkeepers WILL be allowed to punt the ball. U9-U11 are NOT allowed heading. U12-U19 (including 9 v 9) ARE permitted heading. All decisions by the tournament committee are final and the committee reserves the right to alter the format to enhance fair play and safety.
THERE WILL BE NO PROTESTS OR APPEALS.
Tournament matches will be played in all weather conditions unless the referee determines the conditions are dangerous and/or life threatening as per FIFA/USYSA/USYSNV regulations. The tournament committee will do everything in their control to make sure all matches are played, however if it is out of their control the tournament standings at the time will be final without refund.
PLAN A: All matches will played as scheduled
PLAN B: Shorten all first round matches to 15 minute halves
PLAN C: Plan B plus shorten all semi final matches
PLAN D: Plan C plus shorten all final matches
PLAN E: In the event the fields become totally unplayable or the weather becomes a hazardous condition, it may be necessary to decide some matches with FIFA penalty kicks.
A team withdrawing an entry on or before the entry deadline for the tournament will receive a refund equivalent to their entry fee less a $50 processing fee. Request to withdrawal must be made by email to firstname.lastname@example.org.
Any withdrawal after the entry deadline of the tournament will be considered to be a Late Withdrawal. The Entry Fee for a Late Withdrawal will be handled as follows: If a fully paid entry is found to replace the withdrawing team, the withdrawing team will receive a refund equivalent to their entry fee less a $100 processing fee.
If a fully paid entry is not found to replace the withdrawing team, no amount of the Entry Fee will be refunded or credited.
The Tournament Director assumes no duty or responsibility to find a replacement entry for a Late Withdrawal.
The Premier Invitational, the Tournament Committee, United States Youth Soccer Association Nevada and/or the host affiliate will not be responsible for any expense incurred by any team due to the cancellation in part or whole of this tournament.
The tournament committee’s interpretation of the foregoing rules and regulation shall be final and reserves the right to decide on all tournament matters.
The tournament committee has the responsibility to uphold any previous suspension imposed by any affiliates of USSF; the Premier Invitational and/or Las Vegas Premier Sports Academy are not responsible for the behavior of players, coaches, and spectators off the field, or damages resulting from such behavior. Coaches and players committing breaches of the law may be ejected from the tournament at the discretion of the tournament committee.
In the event that the tournament is cancelled, a refund of the entry fee (if any) or a portion of the entry fee (if any) will be determined by the Board of Directors after all expenses have been calculated.
